Welcome to the PACFA website

PACFA stands for “Protection and Care for Families against HIV/AIDS” and is an initiative of the First Lady of Rwanda, Mrs Jeannette Kagame.

PACFA was initiated following the Summit of First Ladies of Sub-Saharan Africa on Children and HIV/AIDS Prevention, held in Kigali on 20-22 May 2001.

The First Ladies at the conference signed what is now known as “The Kigali Declaration” in which they formally committed themselves to mobilise resources to improve the lives and lessen the suffering of vulnerable populations.

The Office of the First Lady of Rwanda, in consultation with national and international partners developed a plan of action for PACFA based on this Declaration.
